I just watched a TV news item.. the Black sea (ex-Soviet) state of Georgia has extremely draconian drug laws. The Govt. (police ?) can demand urine samples, from anyone suspected of ‘drug use’ (mostly cannabis). The Govt. apparently do not see any distinction between ‘illegal drugs’ & treats them all the same. Heroin, Cannabis etc.
A man being interviewed was awaiting sentencing for cannabis possession. He potentially faces up to 14 YEARS jail. He said he knew one person who had to sell their house to cover a massive fine, rather than go to jail. The reporter confirmed that even with these draconian measures, users.. continue to use. (as in other countries.)
They showed a recent street protest, where cannabis was being smoked openly & many people were placing urine samples in the public square (in the shape of a heart.. to show the LOVE ?). In closing, a politician said ‘there is no intention to legalise cannabis.. but they are willing to look at current punishment levels’.
btw: The USA ‘Drug-czar’ has recently admitted that the Drug war is having little effect on reducing drug use & that health care initiatives are more effective.. BUT he too; has no intention of promoting law reform !
